Legislative Housing Package Signed by Governor
Sept. 29, 2017 – Governor Jerry Brown signed 15 bills designed to address the state’s ongoing housing affordability crisis.
The bills include SB 2 (Atkins) which assesses a fee on real estate transactions, SB 3 (Beall) which will place a $4-billion bond on the November 2018 ballot, and AB 1505 (Bloom), which allows cities to require developers to include low-income units in projects. SDCAA supported SB 3, but was strongly opposed to AB 1505 and worked right up to the end to defeat or amend the bill. Most of the bills included in the package provide regulatory relief for low-income housing. SDCAA was hopeful that the bills would pave the way for more housing of all types at all income levels.
